Screen Layouts moved from Location to Organization level

Screen Layouts are now managed at the organization level, rather than the location level.  This allows a layout be created and used on devices and groups from any location.

Signed Mac package files

Securly MDM can now distribute package files that have already been signed.

Fixes

• The list of apps was showing all apps from all VPP sources instead of showing only those from VPP accounts where the user was granted permissions.  
• When adding items to screen layouts, Location Admins were able to see all apps for all locations.  Now they see only apps from VPP accounts where they have permission to manage.
• When assigning Web Links to a class or group, the location filter was missing to allow display of only web links for a given location.
