Temporary Ban is a feature that should be used very *sparingly in that it is intended that if a user goes to 10 blocked sites within a 10-minute time span they will get banned from the internet for 10 minutes. The reason it is recommended to be used very sparingly is that if you say you have "Social Networking" blocked and a user goes to a page that has a Facebook Like/Facebook Share/Twitter retweet button, there are three calls to those categories. Over 4 pages within 10 minutes and the user ends up banned.
