Can I change a teacher to have "Admin" role access?

Yes, admins can adjust the roles of users by going to My School Settings > Users.

Click on the pencil to edit the user and adjust the role.  The role change will stick regardless of how they are shared via a 3rd party API (Clever, ClassLink, GG4L).  

If you upload users via a user file, be sure to adjust the role on the file as well.
